North View's six Strategic Objectives are:-

to provide quality homes in a good environment at affordable rents;

to consolidate and improve tenant services, being responsive to tenant's priorities;

to invest in tenants' homes and manage our assets well;

to bring community support services to Windlaw, in partnership with others;

to improve housing opportunities in Windlaw and;

to be well governed, financially resilient, and a good employer

Our  KPT's (Key Performance Targets) and Objectives are reviewed annually in April.

Our KPT 's and Objectives for 2026/27 are:-


KPTs:

 


Housing Management

  • That rent arrears do not exceed 4.5% of the amount of rent chargeable for the year
  • That the average re-let time for empty properties does not exceed 25 days
  • That rental income lost through empty properties does not exceed 0.5% of the rent due (net of non self contained properties)
  • That the average time for placing applicants on our Housing List be within seven days of the Association receiving their application



Maintenance

  • That at least 96% of Emergency Repairs be made safe within 4 hours of being reported, and made good within 24 hours
  • That at least 95% of Urgent Repairs be completed within 3 working days of being reported
  • That at least 95% of Routine Repairs be completed within 10 working days of being reported
  • That the average time taken to address an Emergency Repair be no more than 4 hours
  • That the average time taken to address a Non-emergency Repair be no more than 4 working days
  • That at least 90% of our repairs be ‘right first time’

 

It also proposed that the Association includes new maintenance/compliance reporting areas (in line with new Annual Return on the Charter (ARC) indicators introduced in 2025/2026):

 




Gas

  • Number of gas safety inspections carried out
  • Number of times gas safety inspection anniversaries were met
  • Number of times gas safety inspection anniversaries were missed
  • Number of CO2 detector inspections carried out within the reporting year

 




Electrical Installation Inspection Reports (EICRs)

  • Number of EICRs completed
  • Number of times EICR anniversaries were met
  • Number of times EICR anniversaries were missed

 




Fire Safety

  • Number of properties inspected for ongoing compliance with the requirement for satisfactory equipment for detecting fire and giving warning in the event of a fire or suspected fire

 




Damp & Mould

New legislation is expected to be introduced in October 2026 in relation to damp and mould.  It is anticipated that this will replicate Awaab’s Law, which is already in place in England, and will set out mandatory timescales for investigating, commencing and completing work in relation to damp and mould within properties.  In anticipation of this, it is proposed that the following information be reported to Management Committee from 1st April 2026:

  • Number of damp and/or mould cases reported
  • Number of reported damp and/or mould cases investigated within 10 working days
  • Number of reported damp and/or mould cases where repair work has commenced within 5 working days
  • Number of reported damp and/or mould cases where repair work has been completed within 20 working days

 

Factoring

  • To recover 86% of all factoring charges due (including arrears) by 31st March 2027

One Year Operational Objectives:

 

Housing Management

  • Focus on Tenancy Sustainment by continuing to implement the new Policy and staff Procedure to ensure tenants are supported to remain in their tenancy through pr-tenancy advice and support, settling in visits, and thereafter ongoing support, for example, through fuel assistance, welfare rights advice, support with rent arrears or other tenancy matters.  Focus also on support being provided through staff working in partnership with other agencies.
  • Allocations Policy review, include review of waiting list, to be completed by 31st December 2026. 
  • Implement Estate Management Policy and Procedure with joint working between Housing Management and Maintenance teams. To be fully implemented by 31st December 2026.

 


Maintenance

  • That we install 30 bathrooms by 31st March 2027
  • That we fit 30 kitchens by 31st March 2027
  • That we upgrade 40 flat entrance doors by 31st March 2027
  • That we fit new windows in the homes of 30 tenants by 31st March 2027
  • That we complete Phase 1* of bay refurbishment work at Area B by 31st March 2027
